Many of the older generation feel forsaken, now that the infrastructure of communal living has collapsed around them, leaving them without support as they near (or have reached) retirement age. They are the hardest hit.
Some lipservice is given by M&P to "researching" options to help 1st generation members, but they have all but ruled out financial support. Instead they have a team looking for the countries with the most social services, where members in need could move to. It's a bit pathetic.
