It is a simple problem, really. I was old enough in 1986 to remember what happened (because it effected me). They sent out an "advisory" about adult-with-minor sex. It was simply a warning to "be careful" and not tell anyone about it and "try to keep it to children over 12". The sharing schedules went on (my sister, who turned 12 in 1987, was on the schedule). I continued to have sex until 1988. In 1989, they sent out an official policy against adult-with-minor sex. But teenagers were considered adults and the sex continued until 1990, when they sent the CROs (in our area, at least) to personally tell us, teenagers, that we were not to have sex until we turned 18 (not even with other minors).
They are not kidding anyone who was there and remembers (and is not in denial).
