Everything you've pointed out is true. Variation is exactly that--differences on the basis of who, what and when. My main hypothesis that in today's Family, the most dangerous place for a kid to be is closer to the leadership structure, as in WS, where children are isolated among adults.
I suspect there are still pedophiles in leadership positions wandering around checking the homes, but not so openly and with such impunity. It's much more covert. I think the situation is very much like the RC Church was until (hopefully) the lawsuits, policy reforms and operational changes came into effect. That is to say, people regarded as valuable to TF and allowed some leeway as "leadership" and are simply moved to another location when a complaint arises from one of the homes about hitting on the flirty little teens. The only predators who get excommed (basically, slapped on the wrist) are those without leadership clout. Once again, I think these lower-echelon folks get moved around to different homes, just as RC priests were moved around to different parishes and dioceses.
As far as the victims are concerned, I think they are counseled to forgive and forget. They, in turn, raise children who are vulnerable to the sexual grooming of predators. Child abuse is inter-generational. Rocky is soooo right when he says it will take generations for the demons unleashed by Berg to be exorcised from families formed in TF.
