Joseph could you please test you IE7 here by clicking for example on Table of Contents on the left menu, or Helps and Tips. wc mentions a problem with IE7 not allowing frames to load, I'm not sure what that means, but ever since I updated to IE7 when I click on Table of Contents, Start a New Topic, Rules and Guidelines, etc and some of the other buttons on the left menu of this page, it opens up only on the left side of my browser, I don't get a new page or window, and a very 'restricted' new window has replaced the menu. I've tried different settings but they didn't work, there may be a setting I haven't found yet.
With your IE7 are you able to get to using the buttons on the left to Table of Contents, Start a New Topic, Rules and Guidelines, etc?
