A few years before those events in Canada, in 1985 when she was the top leader in Japan she held a meeting for members who wanted to go to mainland China and encouraged them to create forged university degrees so that they could enter and stay in the country illegally as teachers.
I wasn't at the meeting where she did that, but spoke to someone immediately afterwards (I can't remember his name just now, but he was Phoenix's first husband) He showed me a forged document, which was made by using simple rub-on stencils. The "official" seal on the document was made by cutting out a seal from a coffee can label and pasting it onto the stenciled document. That was then photocopied, which blurred the writing on the seal, and the photocopies were used when applying for teaching jobs.
It seems that she had plenty of practice with fraud before getting caught in Canada.
