yes, this is my understanding too. They are a lot tougher than the U.S. This was also the reason why they were able to arrest immediately the terrorists planning to explode the 22 planes in the air. I guess they did stuff we would not have been able to do with our procedures and all. So, this is an English thing, apparently.
