I agree wholeheartedly with you on the misbalanced 'zeal' of some movie stars, & that they only advocate for animals for celebrity brownie points, I think Phoenix is sincere in this & that his present stand springs from long-held convictions. Notice that the Xfamily article states: Phoenix is a strict vegan, and will not wear costumes made from animal products. In his case, advocating for animals' rights is natural.
Like you say, maybe in some cases celebrities are unaware of the issues & the needs & someone simply needs to ask them. But then, we have no way of knowing whether someone has indeed asked them & if they're maybe helping advocate behind the scenes, or giving cash where it counts to Safe Passage Foundation or whatever.
