No shit, check out the CNN video/dvd price list and the varying fees depending on how soon you want it and what you want it for. Of course, I'm sure the rebroadcast/redistribution license fees are much higher. I sure am glad I recorded the Anderson Cooper 360 show for time-shifting personal use.
