It is about bartering. Media companies have elaborate fee structures, licensing and exchange deals worked out. Nobody gets anything for free. That may explain why some media orgs get a copy and other's don't. If there are no existing deals, and they can't get a budget for it, they will have difficulty obtaining the tape.
