I think they can get it from KVOA even if they are not an affiliate - this is often a matter of professional courtesy and cooperation between journalists. I don't think it was intended to be released as an exclusive to any one organization. Possibly they could get it from ABC (I am fairly certain they have it) and according to the listings page, Inside Edition airs on the ABC station in Tucson.
I'm sure you know who to contact if they can't get it in the usual way.
