where not only does it confirm FFing was used to get money, but one of the "Fs" stands for "oFFicial," and the picture is someone in uniform parting with an FFer and saying they would look into that little problem and iron it all out.
There you have the origins of the first "B" of FFing - namely, Blackmail.
