It might even be true their their child is dyslexic like they say -- tho I admit it looks suspicious -- but even if that's the case, doesn't the school system provide help for those with learning disabilities? If the child truly has a learning disability it's no excuse for the parents to say it's alright for him to be illiterate, but they should admit that the child's learning needs are more than they can handle & they should accept outside help.
This is going to be quite a call on your part. Parents do have the right to home-school their children, but I'd think like Acheick said above that they do have to be following an approved home-schooling program, & be subject to occasional testing. I'm no expert but those are my thots.
