It seems to me that a lot of sexual abuse was happening in SA vs. the rest of the world. I might be wrong, but a lot of directives seemed to have a SA taint to them, the art-work esp. and perhaps because the Family went to SA so early in its beginnings, it held a greater percentage of children born and growing up there, equalling a greater percentage of chances for abuse? Or perhaps because of the generally more liberal attitude Latins have about affection and flirting and stuff like that (not intending to offend any Latins, it's just that all the Latins I've ever met I can count on to be a bit more outgoing than other nationalities), it created a hot-bed for child sexual abuse? Combining the temperament of the people with the liberties offered them in Berg's writings?
There is also the PI to take into consideration as well, seems a lot of sexual abuse occurred there as well, including other types of physical abuse.
And of course Japan originated the organised physical abuse programs.
