That is part of the problem. The first rule in an organization is to protect the organization, and the top leaders. There is nobody to give P&M up, because they have no superiors, unless you count Family Jesus.
I suppose that SGA's who have remained in The Family could rise and stage a coup, but it's easier for them to just leave. What kind of legacy is there for them to inherit? If they wanted to actually do missionary work, there are places to do it without all that history.
Reforming the Family is kind of like trying to reform the Nazi party. I mean, in an oddball kind of way, Berg was right. The Nazis did make the trains run on time (or else). But, getting back to the original point, the cost was too high. The only option was to totally dismantle the party, and prosecute the guilty.
