unfortunately, for the family to turn in the primary perps, they would FIRST and FOREMOST need to turn in ZERBY and KELLEY and then go from there. It isn't fair to leave them untouched after all they have done. It would be like the Nuremberg trials letting Hitler and Mengele go (had hitler not already shot himself..)
