You've asked a very good question. From reading Movingon accounts, I've gotten only a sketchy picture of what went on. I have a feeling that the leaders responsible for the grand design and direct implementation of these camps are still in TF. Nevertheless, there should be a paper trail...a series of letters and other publications that outlines the vision, as well as references to who was supposed to do what.
It would be good to get a list of the names of people responsible for making these programs happen--As well as a list of places they occurred, dates of operation, and estimates of number of kids affected. That would be more information in one place outside of TF than currently exists.
