victor programs

I really want to get some information about the family victor programs - the history, locations, explanation of terms like 'New Models' and 'MAP', key leaders in these facilities etc. I was discussing these programs with a university colleague and by the reaction I got I realised that this is something that is even more shocking to some than sexual abuse. What I mean is don't underestimate the level of criminal activity involved in these camps. If anyone can help the history would probably be a good place to start.
