You can't make a blanket statement about confidentiality laws. Such laws vary widely from country to country.
In the U.S.A., the news media usually don't reveal the identity of rape victims, but this is not because of a law against doing so. They do it as a custom of courtesy to the victim, but under certain circumstances, they have revealed the identities of rape victims.
