I don't know how things worked then, but I know as a fact that now that the child protective services agency also operates on the basis of tips and reports they receive. There are many people who are "mandated reporters" - in other words they have to say what they HAVE SEEN and that alone can start an investigation on abuse...even if the "victim" does not come forward. This is in the case of minors, of course.
