Regarding legitimate child abuse investigations...
Several years ago, when our daughter Erin was in grade school (probably 2nd grade) she came home very upset and said that she witnessed a substitute teacher violently abusing some of the children in her class.
We went to the school about it, and they brushed us off. So, we went to the police.
The police told us that there was nothing they could do unless one of the victims came forward and filed a complaint. I was really shocked by this, because our daughter had seen it with her own eyes. But, they would not do anything without a victim and some evidence.
