it really is a feudal environment with a few lords over a few other lords over there. The whole thing is geared towards easy living and nice reports upwards. The whole excommunication enchilada is more about internal feuds for control over the richer areas than anything else. That is how it used to be and with the same people still around, they are bound to still be doing the same things the same way.
