My input: Barney's definitely the lesser of the two evils. There would be more chances of awakenings outside the restrictive and highly controlled environment of TF. Albeit "family-style" (if he does set up halfway homes), it would already be a far better deal than being in a regular Family home. Anyone Barney gets to house will already be "stigmatized" by TF and will start to get exposed to the real world. Hopefully they'll stay awake long enough to not get sucked into yet another cult disguised as a halfway home. I see this as a great opportunity to harvest the fallout from this purging. If I had a stake in Brazil, I'd probably do the same as Barney (assuming that's his plan).
