People are already taking action and continue to that have been. But I also believe taking action comes in many forms. For one group of people it may be primarily going to court and sueing or convicting, for others, primarily providing rehab for those that want it, for some a combination of both. For some just a discussion. But I think all these ways are helpful. Maybe when you read for example, that my focus is more against the head of the body, and rehab for others- to you it is seen as being supportive of the family? I am not quite sure what you are pointing out, but maybe instead of analogies and parables you could just ask a poster how they meant something (something I often do is jump to an immediate interpretation and conclusion without asking) or just state clearly what you see as the problem(s) and solution(s). I don't want to keep misreading you, so I ask.
