Correct. The survivor must be alive when they apply. Of course they can give it to the descendant if they want. A big difference here is that TF "joiners'" descendants often performed years of uncompensated labor for TF too, there was no army marching in to liberate the first generation and spare their descendants the labor. Thus TF should compensate descendants who were also free labor on which TF honchos built their hidden millions of blood money. Not to mention their trafficking us as minors...
