IMO, according to that article, this is not the fingerprints of TF operations.

Sexual exploitation and ritual abuse of women and men is rife almost everywhere you go, also in the so-called higher up echelons of society, or shall I say, even more intensely so in those, and not at all uncommon even among those higher-ups (see citation above) who supposedly look after the victims’ welfare.

So there is no lack of candidates here.
