Back around 2004-05, I thought the FBI investigation into TFI at that time might result in a RICO case, but it didn't. I think the problem is the statute of limitations on the crimes against the children, most of which were committed in the 1980s. Statute of limitations would probably apply to trafficking, too. Not sure about "mail crimes" or "alien torts crimes act"--what are they?

I still think the best bet is a civil case. M&P might never pay up, but having a ruling that makes them liable for damages would make it more difficult for them to live above ground.
