The real count of adult members is somewhere around 2.000 members - MAX!
They were going down the drain, like the USSR communists before 1990, and simply had to pull out all the plugs in order to have some sort of hope to survive into a still very uncertain future.
The "reboot" was their best bet to at least save some sort of core membership before the ship would have simply - sunk!
No credit to them whatsoever. Just a last-ditch effort to keep the whole ship from sinking.
