I'm not sure states that have lifted the statute of limitations on CSA have the authority to prosecute crimes that occurred in a foreign country, even if the victim and/or perpetrator is a resident of the state. It's a good legal question. What I do know is that US citizens involved in criminal activities abroad are sometimes prosecuted under federal law.
