Polanski was tried and convicted in a California court before he fled to Austria, which didn't/doesn't have an extradition treaty with the US. I'm not really sure why the FBI decided to finally put resources into nabbing him when he travelled to a country with an extradition treaty. He's been on the lam for over 20 years.
As far as I know, none of the child sex crimes in which Zerby & Peter were involved occurred in the US--the worst abuses took place in Europe and the Far East. Prosecution in the US might have been possible because the crimes involved US citizens, but the statute of limitations has run out a long time ago.
CSA crimes are difficult to prosecute for a number of reasons. People like Tony Alamo are the exception, not the rule.
