Your assumption that they do not pay property taxes because they do not own the property where they live is incorrect. All renters pay property taxes indirectly as landlords use a portion of the rent payments to pay the property taxes. In fact it is quite likely that the Williamson county taxing entities are collecting more in property taxes on this property than they would if the property owner was living there and had a homestead exemption.
I think it's great these children are going to public school now and I believe they, like all children, have the right to receive an education regardless of whether or not their parents are a net drain on public resources. Every hour they are in a public school rather than a Family Home is an hour where they are better protected from abuse and at less risk of being sexually abused by the numerous child rapists in The Family. In a public school at least there are professional staff who actually care about protecting children and, unlike virtually all Family members, can be relied upon to honor their legal and moral obligation to immediately report suspected child abuse to law enforcement and child protection agencies.
