Six kids hanging around the place "unattended" sounds like neglect to me. Maybe the kids are being home-schooled, but there has to be some oversight of home schooling in Texas through the local board of education. I'd let the legal guardians know in a very diplomatic manner that adults who neglect to educate their kids are at risk of unwanted intrusion from child welfare and education authorities. The not-so-subtle message is: Clean up your act if you don't want serious trouble with this neighbor. That approach puts the the parents on notice to do something pro-active to keep up appearances. Even minimal compliance with home schooling regulations is better than no compliance.
If there are youth in the home between 12 and 17, I'd find a way to provide them with information about youth services and runaway shelters in the area--let them know there are options if they feel the need to get out of that environment before age 18.
