In most states in the US it is against the law to take things that are intended to be donations to charities (watch FCF). If they have bags that sustainably belong to Good Will, even if they are "nice people" I would call the police.
Not just because it is a generally legal offense but because it is obscene and grotesque. Also, I would take it as an insult that they are doing it in front of the neighborhood.
Having said that, I wonder if they really are TF. It somehow sounds more like a branch gone bad, like those kids in Washington DC, what was their name? Laurel Park or something like that?
