What you say has always been true for a certain percentage of TF. From what I can tell, the further up the leadership chain you go, the more likely you are to encounter abuse. I think that's particularly true when someone crosses the line from a regular home to WS--because the person comes into much closer contact with the upper leadership structure.
There are probably hundreds, if not thousands, of people who were in TF who were not and are not personally affected by the worst abuses. I think this is because many people have always been very distant from the upper levels of leadership.
Something I learned early on through talking to exers is this: Everyone's experience is different. (Thinker's mantra!) It's the nature of a highly secretive, incestuous family in the system to produce fragmented perceptions, and this observation seems to hold true for The Family as an organization.
