I agree. There may not be enough evidence in each case for criminal consideration via the law, but in consideration of the "preponderance of the evidence", AS USED IN CIVIL SUITS, you coudln't be more right.
Did they get EVERYTHING they could on Joseph Mengele? I think most considering the evidence had no trouble convicting him in their hearts, by all fair and just means available to them.
Same with OJ Simpson, if you want another example.
