The "top" of the cult granted "special dispensations" whenever they wanted to. They decided "if we wrote the rules, we write the dispensations" (because man's laws were nothing to begin with). They used this at will regarding sexual relationships, whether of SG's just under the age with SG's just over the age, or of area leaders who got so addicted to the pre-teen **** their soon-to-be cult spokesperson then-wives procured for them, that the cult decided their transgressions would be taken lightly, either due to their "usefulness for the Lord" or "dangerousness for the "when the pipeline closed.
