From Shepard's point of view, you cannot say that one set of cultural or social norms is better than another. In his view, individuals who "come to their senses" and reject their earlier indoctrination as injurious haven't necessarily adopted a better set of norms by which to evaluate their past experience.
He's basically saying there are no objective criteria by which people can judge their experience, and that all norms and values are relative to the person and situation.
