You're right on about what is needed, and it is indeed like "crawling through shards of glass naked." But as a 100% committed selfish systemite, I see a major problem for Pangea when it comes to making a full disclosure of the crimes he personally committed.
Yes, the statute of limitations has run out, so he probably doesn't have to worry about facing criminal prosecution. But he'd be a fool if he hadn't considered the possibility of being named by one or more of his victims in a civil suit for damages.
I think this is why Pangea has chosen to couch his apology in generalities. Whatever he says publically, he still needs to limit his personal liability. Given his low net worth, the likelihood of a civil suit is remote, but if one or more of his victims decided to give him that kind of grief as payback... Well, why would he knowingly risk giving anyone the key to that door?
Of course, he may not have thought things out this clearly. After all, this is a guy who wants to avoid the consequences of criminal behavior by having his legal name expunged from a record of extremely serious allegations.
As one very wise SGA put it: "No matter how much you apologise to someone for running into their vehicle, you still have to pay for the insurance."
I'm not convinced Pangea and his wife want to pay for repairing all the vehicles they've run over the years that don't belong to them.
