Sometimes even if the employer doesn't see the changes on your life, you need the job so you suck it up and go back to work.
But then there is the people who use that as an excuse to not go forwards to find other better jobs.
Some people may not want to improve their lot. It may be better for their self esteem to stay low than seeking more training to get better job positions. Taking chances is risky, is risking failure. They better complain and blame every one else but themselves for their situation.
To be fair, there may be other reasons why a person doesn't work to improve their lot but that goes into the unknown individual circumstances that other have been talking about.
