Where do you draw the line between "the worst perps" and the people who aided and abetted the activities of a criminal organization? Why should people who knew they were living outside of the System for 20 or 30 years get a fresh start in that same System with NO consequences for their anti-social behavior? Shouldn't people who promoted a parasitic, socially irresponsible lifestyle be expected to pay their debt to society in some way?
If you don't want former leaders and long-term "sold-out" members tarred and feathered with the stigma of their membership in a pedophilic cult, how about a true Systemite solution to reconciliation? Let them come clean to the government by reporting unpaid back taxes for all the years they failed to file tax returns on money their kids earned on the streets selling Family propaganda and begging.
After 20-30 years of a parasitic lifestyle, grifters who've had a change of heart don't all of a sudden get the benefit of social acceptance and an unfettered entre into the labor economy. That's not how the System works. We got laws of natural selection going on, where only the fittest survive. If someone drops out of the System for the better part of a lifetime and happens to participate in a counterculture responsible for some extremely serious human rights' violations, he doesn't automatically get issued a place in society as though none of that happened. Ignorance is an explanation for behavior, but it cannot ever be used as an excuse. A clean slate is what you get in the Kingdom of God in exchange for repentance. What you get in the System are personal consequences for your misinformed choices.
