As a P.S. to my other posts, I want to clarify that I think that proportionality is essential in any kind of restitution.
However, I would wager that proportionality in the random strike-outs by survivors of child abuse will lack proportionality so long as the perception prevails, which perception is justified as of this moment in time, that there will not be any kind of justice done.
In summary, I think that getting recognition against the worst perps will help the minor perps, collaborators, blind-eye controtionists (of any generation) and so forth down the line.
But the query is, will any formal recognition ever be forthcoming? Maybe people could consider the idea that the proper area to pressure would be the worst perps, instead of those who feel they were in jail every day of their childhood/youth and thus perceive every collaboration with the worst perps which are beyond reach as another twist of the chains.
