What specifically is the problem with frames within frames? If you're interested I'd be happy to try to help track down the issue, if I can reproduce it.
As for the issue noted earlier, the bug was that IE6 incorrectly respected base elements within body (it appears that Firefox does as well). IE7 fixed the bug.
