Wasn't that around the early 1990's? I thought it was the Victor Camp program modified and brought INTO all the Homes instead of sending problem cases out to special camps. They thought the program worked so well that when they sent newly-retrained "Victors" back into the regular Homes they found that the standard of submission in the regular Homes was so low that the newly-zealous-to-obey Victors were in danger of backsliding.
So they decided to turn all Homes in the world into one giant Victor Camp, modify the program and make everyone a victor. Then those who would normally have been taken aside as Victors and shipped out, were instead called Intensive Care cases. Only these IC cases were given treatment inside the Home instead of being shipped off to a camp.And meanwhile, the Family could claim they had ended the Victor Camp program!
