There's one more factor: motivation. Most churches depend on volunteer workers to teach sunday school & organize youth activities, & it takes time & dedication. Sometimes they really have to beg for volunteers because it really is a big job & sacrificial with no reward. I never volunteer sorry, because I just have too much else going on in my life to be able to commit to that. Those who do it have to have a pretty high level of motivation.
Whereas pedophiles have a high level of motivation to get into teaching children & youth: to have access to kids to molest them. Sad, isn't it? It's not just in churches either. The same thing applies to the Boy Scouts, summer camps & sports teams.
