I don't read that way. There is plenty of blame to go around and Death is including the lying leaders to what CB mentions. They were essential to Berg's operation. Those leaders deserve all the blame they can get because of their silence, complicity and many times their active participation.
I only know of a few handful of ex-leaders who came out and apologized. The vast majority even if they came out are still in hiding. Some of them behind and under good works while trying to diminish their responsibility.
