It may have been that 15 years ago the policy affecting reserve money changed and they are no longer called "flee funds." But hasn't the family pretty regularly mandated that a certain amount of money be reserved for "emergencies," even if the holder varied?
They always had to be ready for "persecution" when I was there, even years after the "Gotcher Flee Bag?" Mo Letter.
In fact, it seems to me that the various emergency reserves/funds that came after "flee funds" were also related to one or more incidents of Family members wordlwide being told to hand in any money they had as an individual and/or home and/or "family" unit, and subsequent reallocation by leadership.
Someone who left the Family more recently can probably clarify this point better than I.
