Perry - around 1994 or so, we had my husband's stepson in our house for about 3 mos. We thought he was going to leave TF, but he changed his mind. Apparently, he wanted more sex than was available to him in the States and/or outside of TF. He was in Sweden previously and he told us how the homes were very liberal and the second gen would often go to bars claiming they were FFing, when actually they were looking for one night stands. No one seemed to care. His description of the state of the homes was very similar to what this article is talking about. Apparently, particularly homes in the Netherlands were very loose.
