The fundamental problem is that the Family does not have any policies in place that adequately protect children from being abused. To the contrary, they have gone out of their way to create policies that make the Family a safe place for child abusers. Family members who sexually abuse and torture children don't have to worry about the Family reporting them to law enforcement and child welfare agencies because the Family has never reported any child abusers and has created policies that enforce a criminal conspiracy of silence. This is quite obvious if you read the June 2003 amendments to the "Rights of Children" and "Right of Redress" sections of its Charter. Furthermore, the Family's woefully inadequate child abuse excommunication policy apparently does not apply at all to those found to have abused children before December 1988. So The Family's so-called "stringent policies" actually permitted a group of several hundred child molesters to stay in the Family and abuse more children.
I do not believe that child abuse is still openly practiced in the Family or that it is still a widespread problem in the organization. But the Family has done very little to prevent its children from being abused.
Then there is the matter of what happened in the past. You seem to believe that criminal child abusers should not be held accountable for their actions because what they did happened in the past and they have promised to stop. That is an absurd position to take. Most crimes that are discovered, investigated and prosecuted, by definition, happened in the past. It is impossible to prosecute someone while the criminal act of abuse is taking place. Yet the Family is making the argument that as soon as the act of abuse has ended, the person cannot be held accoutable because it happened in the past. This argument will not work.
Imagine what a world we would live in if we applied the Family's idea of criminal and civil justice:
Defendant: "Your honor, yes I raped, tortured and killed that girl three months ago. That was a mistake and I apologize to her and anyone else that may have felt they have been hurt. I have since enacted stringent policies against this."
Judge: Wow, you enacted stringent policies, you apologized and you've stopped the rape, torture and killing. You're free to go."
As long as the Family goes out of its way to protect child abusers, allows a large group of child molesters to remain in its organization and is run by abusers, no one is going to believe that the Family is a safe place for children. If you want to protect your children, the first thing you need to do is kick out all the child abusers in the Family.
