I guess you'd have to define 'tell on them'. What would you tell? Can you tell police/federal officers about actual crimes?
A related questions is, if they are being nailed by lawful authorities for criminal activities, why would this be considered 'persecution'?
I suspect the answer is that you would tell authorities in foreign countries about the Family's sordid criminal past & then, whether such activities continue to go on or not, other nation's police would mount a campaign against them based on 'past' crimes of the organization in general -- even tho the individuals in the nations in question might be personally innocent. Is that correct?
