We go for the leaders, the bell-weathers, not the huddled masses and the rabble. Better to win one "king" and grease the treads into one Open Door than minister to a whole gymnasium full of poor people.
Besides, how in HELL are we gonna get good photo ops with the Red Cross signs displayed prominently in the background of each photo, unless we're photo'ing ourselves with the workers? Huh? Did you think of that?
