I would prefer to cut Jojo a little slack in referrence to the use of the word consequences. I think Jojo was merely describing in informal terms some of the complicated rules the Family now has in the Charter on sex, age and pregnancies. Also he/she is not directly quoting the Charter.
The bottom line is Judge Ward and other authority figures forced them to change in many areas of the way children are raised and educated. Too bad there's not a way to force out the Zerby control mechanisms that impregnate the thinking of Family membership.
